issueUsageStatement(opts): Promise<UsageStatement>

Build and sign a bounded usage statement for one completed dispatch.

statementId is deterministic over the request: ${agreementId}:${requestId}:usage. Idempotency follows from the deterministic messageId over the signed payload.
