foldCompletedDispatch(

Fold a single completed dispatch (the live-completion path, used by the
accounted port's afterCompleted hook). Returns { folded: true } when a
statement was enqueued, { folded: false } when the dispatch is not
purchase-bound or the agreement cannot be resolved.
